Charter of the Provisional Government of Afghanistan in Exile
Preface:
Afghanistan is experiencing one of the most critical periods in its history. Political crises, widespread poverty, human rights violations—especially against women and children—lack of social justice, insecurity, and the suppression of civil liberties have plunged the country into a deep quagmire. The collapse of national institutions and the unilateral rule of the Taliban have severely undermined Afghanistan’s domestic and international legitimacy. This situation places a great historical responsibility on all national, political, and social forces of Afghanistan to unite and form a national and international consensus to save the country.
In this context, the Provisional Government in Exile of Afghanistan has been formed through the initiative of a group of national leaders, political figures, and intellectuals. This government is founded on principles of transparency, justice, democracy, and inclusivity, striving to establish a national and democratic system that includes all segments of society. This charter serves as the fundamental framework of the government in exile and consists of 13 chapters and 39 articles.
Chapter 1: Objectives of the Provisional Government in Exile
Article 1: To restore stability and sustainable security in Afghanistan.
Article 2: To establish a national and inclusive system with the participation of all ethnicities, religions, and social groups.
Article 3: To ensure social justice, eliminate discrimination, and guarantee human rights, particularly those of women and children.
Article 4: To rebuild the economy and reduce poverty through the management of national resources and attracting international aid.
Article 5: To strengthen national unity and revive Afghanistan’s independent identity in the global community.
Chapter 2: Fundamental Principles and Values
Article 6: National Unity: Afghanistan belongs to all its ethnicities, religions, and social groups. Article 7:
Democracy: Respecting the will of the people and establishing structures based on their votes and opinions.
Article 8: Justice: Combating corruption, enforcing the law equally, and ensuring citizens’ rights without discrimination.
Article 9: Human Rights: Guaranteeing freedom of expression, women’s rights, education, and political participation for all.
Article 10: Independence and Territorial Integrity: Protecting Afghanistan’s independence and preventing foreign interference.
Chapter 3: Structure of the Provisional Government in Exile Article 11: Leadership Body:
- A head of the Provisional Government in Exile.
- Three deputies for the head of state.
- A cabinet composed of dedicated and impartial experts.
Article 12: Working Committees:
- Political Committee: Responsible for diplomacy, national negotiations, and drafting major policies.
- Social Committee: Promoting the rights of women, youth, and vulnerable groups.
- Economic Committee: Planning economic reconstruction, managing resources, and reducing poverty.
- Security Committee: Ensuring security and combating extremism.
- Legal and International Relations Committee: Drafting national laws and strengthening foreign relations.
Chapter 4: Policies and Strategies Article 13: At the National Level:
- Conducting national dialogues among Afghans with the participation of all segments, including women, youth, ethnicities, and religions.
Article 14: Forming an inclusive National Council to determine the framework of the future government. Article 15: Reforming state structures and establishing transparency in executive institutions. Article 16: Ensuring women’s rights and guaranteeing their access to education, employment, and political participation.
Article 17: Planning the return of internally displaced persons and refugees.
Chapter 5: Regional Level
Article 18: Forming a regional consensus to cooperate with neighboring countries in security, economic matters, and combating terrorism. Article 19: Utilizing the constructive roles of regional countries to ensure peace and stability in Afghanistan. Article 20: Strengthening trade and economic relations with neighboring countries.

Chapter 9: Rights of Women and Children

Article 31: Enacting protective laws to ensure women’s rights in the workplace and society.
Article 32: Economically empowering women and creating job opportunities for them.
Chapter 10: Security and Combating Terrorism
Article 33: Disarming irresponsible armed groups and integrating them into legal structures.
Article 34: Collaborating with regional countries to combat terrorism and ensure border security.
Article 35: Reforming and strengthening security institutions to maintain domestic stability.
Chapter 11: Administrative System of the Government
Article 36: Reforming the administrative system and reducing bureaucracy.
Article 37: Training government managers to provide better services to the people.
Chapter 12: National and International Appeal
Article 38: The Provisional Government in Exile calls on all political forces, intellectuals, civil society, women, and youth in Afghanistan to unite and collaborate in saving the country from its current crisis. It also urges the international community to provide economic, political, and diplomatic support to pave the way for the establishment of a national and inclusive government in Afghanistan.
Chapter 13: Ratification and Implementation of this Charter
Article 39: This charter, consisting of 13 chapters and 39 articles, shall come into effect upon its approval by the High Council of the Provisional Government in Exile and its endorsement by the head of the government.
